Brian,

Ebay requires that he have a credit card and address on file..
Of course this could be fake, but this seems like a large amount of time for
just $177. If he has any positive feedback in the last three months, the better
because recently they cahnged the policy so that you could no longer have friends
give you positive feedback without winning an auction.

Ask if you can send it certified.

Send him a postal money order, so he'll have to show ID when he cashes it.

I've seen hundereds in cash to remote countries based solely on feedback,
and have never had any trouble.
