Um, aren't you referring to Space Fantasy Zone? Fantasy Star Soldier is just
the name TZD listed Star Parodia as when they were still selling it in their
import section back in the day. Anyways, for a FREE CDR of Space Fantasy
Zone which was never officially released, e-mail Paul England:

great game if you like both Space Harrier and the Fantasy Zone games on the
SMS. BTW, Kaze. You really should add a link on the Turnpike that either
directs people to Paul for SFZ or the site that they can download it from if
they have a CDR drive. George Palamara (much to our temporary disgust) was
allowed by BT, Mr. Anti CDR and pirating preacher to post a link to his new
sale page on the TML last month. Among the items was SFZ CDRs for about $60
a pop! (I think that was the price) After we flooded both lists letting
people know they can have it for free, it seemed to fall through
fortunately. Still very unbelievable that BT let this go.
