This is wrong actually. I hate to say it, but they are independent companies. I don't think Peter Moore quite understands business in Japan, and it seems he's speaking for SoJ again, where he has very little to do with it. Any of the Sega Teams is a seperate entity (they became so b/c Sega could not afford them).
HOWEVER, in (very recent) interviews, pretty much all of tehm, including Yu Suzuki and Yuji Naka have said that they will not be publishing for other consoles at all. They all seem to be happy w/ the DC. I can translate this stuff if you want -- there were interviews in the latest DC Mag.
