I was one of the people who did not by the turbo when it was at it's peak,
although i am more than happy with my PC engine now.  There were several
factors that led me to not purchase the turbo.  The primary factor was that
it was sold in only a few places.  The only place that i could purchase one
locally was through Montgomery Wards and they aren't on the top of my list
in places to buy video games.  When you only have one choice of a place to
buy games and they don't stock that many it doesn't make you want to
purchase the system.  Another factor that made me decide against the Turbo
and this was a big one:  There was only one joystick port.  To get multiple
joysticks you had to purchase the multi-tap.  This was another added expense
to a teenager on a very limited budget.  Yet another problem with the US
launch was the lack of quality Sports games for the Turbo.  Two of the main
reasons that i purchased my genesis was for Madden and Lakers Vs. Celtics.
Of course Altered Beast Rocked, it was beautiful yet way too easy to beat.
The marketing campaign was the final straw that killed the turbo in this
country.  I wasn't even aware of the existance of the turbo duo until i
began reading about the PC Engine!  I hadn't seen one until recently.  Had i
been exposed to the games that were available for it i would never have
purchased that Sega CD.  That was a waste of $300.  Well that is my opinion
on what happened.  Lack of games, distribution, and advertisement make it an
impossible hill to climb.
