A more likely arrangement would be to create subtitle files to "subtitle"
the cinemas and/or text (when played via emulator).

For example, when the CDROM hits time signature "xxx" while playing a
cinema, flash this message.  When it hits time signature "yyy" erase.

When a text message is displayed via an access to memory location (cdrom
sector ss) mm:xxxx, flash another translation message until another access
to a different area.

This would be possible to implement in an emulator without touching the
original games, so nobody could cry foul on copyright.

On the other hand, the trouble is STILL getting people to translate the text.
