That sounds more like the advice for keeping the TG-CD's memory intact -
use it once every few weeks to keep a charge. I understand there is a
large capacitor inside which gets recharged.
I never heard any such advice for the Ten No Koe Bank cards. But while
this might sound reasonable, I am not convinced that the card has any
circuitry to change voltage from +5V (from the Turbo) to +3V. Not even a
couple of voltage-drop diodes or a Zener diode were visible - however they
could have been embedded into the black portion of the card.
Additionally, I don't believe these batteries are of a rechargeable type,
so I would instead believe that this is just an isolated backup power
supply to the card which is not automatically recharged when in use.
