It's probably just old stock. My store still carries brand new
Donkey Kongs, Bombermans, Zeldas, and Ms. Pacmans, and they all sell
quite well. None of them are still in production, but Nintendo had
enough leftovers that there are still enough to go around.
I don't recall SNES Dracula X being too popular back in the day,
so it's not inconceivable that there's still some floating around out
there. Nintendo's not a very liberal company, and I think the chances
of them (and Konami especially!) licensing out the rights to manufacture
SNES carts is pretty much nil.
