Sorry to burst your bubble, but this is just plain not true.  The good
folks at TZD have as much access to "developer's kits" as you or
I do -- in other words, none.

When the PCE was in its final days, Hudson collected all development
kits (in both the US and Japan) that it knew of.  Undoubtedly a few still
exist out there, but most were collected, and in all likelihood destroyed.

But I still fail to see why this is a problem...today there is a C compiler
for the TG-16 (something that the original developers NEVER had).
Granted, it doesn't have all the features, but using the home brew tools
that have come out in the last few years still makes TG development
much easier than it was back in the 80s and early 90s.
