Don't worry... they're not stupid questions.  We all had the same 
questions when we first started.  =)

I don't know how much the modification would cost, but there's a much 
cheaper way to use Japanese HuCards on a TG-16.  You can simply get a 
converter like the Kisado, or even the more inexpensive purple 
converter that has been dubbed the "Barney Converter". This plugs in 
the HuCard Slot, and has an opening on the end so that you can slide 
the HuCard inside.  I've used the purple converter for over 6 years 
in my TG-16, and I have had no problems.  You can probably get the 
purple converter for a few bucks, compared to the Kisado which is 
more in demand since tons of people have Turbo Duos.

To be honest, getting a converter would probably be the cheapest 
route.  That is, unless you really want to get the actual 
modification.
