The TG16/Duo adaptor that TZD sells is just an adaptor to rearrange
the controller's connector to match the Duo's. It'll work on any Turbo
accessory, so you'd have to trouble using the Turbo Tap with it if you
want. You could also buy an extension cable to go with it, thus allowing
you to both use the Turbo Tap, and have it a proper distance from the TV.
Sometimes, if the connection on the cable isn't quite as tight as it should
be, you might have a little trouble using the Turbo Tap properly. If you
take care of everything, however, it should be fine :)
With my Duo setup, what I've done is taken an ordinary Duo Tap and
replaced the original (short!) cable with a nice long 6' one. Now I can
use up to 5 Duo pads and sit anywhere I want. I've got a couple of
homemade TG16/Duo adaptors, too, for extra control pads if I need them
(but I've got a couple of Duo pads, and I usually never play games with
more than 2 or 3 players, so I rarely use them). This is the best way,
IMO, but it takes a bit of work.
Probably the most economical method for you would be to buy a
TG16/Duo adaptor, and an old-style TG-16 extension cable. This way you
can use either your Turbo Tap or just a plain controller if you want.
You could buy a Duo extension cable and get the same effect, but it'd
cost twice as much...

Your problem here is quite simple. If you take a look at the edge
connector of your Diving Board, you'll notice that a few of the pins at
either end of the connector aren't connected to anything. This is fine on
a TG-16, however the Duo uses one of these pins to detect whether or not
a Hucard is inserted. So, if it's not hooked up, it'll just boot to the
Super CD screen.
You can remedy this - solder some fine wires from the Hu connector
down to the edge, and it'll work perfectly. I've done this to my own
Diving Board converter, and it's working great - arcade card games
included. Or, you can have your system modded with a country switch, and
forget about converters forever (What I've done :)
If you're not confident about doing this yourself, I could probably
help you out with it.
