Sodipeng was probably the closest thing to an official distributorship in
Europe (although it was not); it seems to have been a consortium of retail
shops, who bulk-purchased and repackaged the units in a uniform manner for
the French market. Aside from Spain, this was the closest thing to an
"official" release that I am aware of.
The units that reached the UK were usually SCART modded, but otherwise
Japanese originals also.
The units I saw in Hong Kong were all Japanese, and either NTSC original or
PAL-modded. I was not familiar enough at that time with the various
outputs to know whether it was SCART, RGB, or composite PAL output (or even
RF modulated). However, they were modified locally by electronics shops.

From what I hear, these had PAL output.
Also, I have seen photos of the original boxes, and they seem to be an
official release box - different from the USA release. The pictures were
not clear enough to see what language was written on the box.
