It's because in Japan second hand games shops shrink wrap stuff that's sold
to them (Just got an unboxed Duo R and Fatal Fury 2, both were shrink
Wrapped but obviously not new although Fatal Fury could almost pass) you
see.
So shops over here buy them off of the Japanese shops and they're put out as
sealed.
