PC Engine

Okay, In HK, there were only original NTSC Japanese PC Engines and
very small number of PAL (RF out via booster) ones. 
Reason being that 99% of TVs sold there are World Multi and can take NTSC
signals so there is no need to convert to PAL (which is what HK uses).
After all, why bother spending extras to convert the PC Engine when
original signal will do?

Secondly, there is NO SCART in HK. It's a Euro thing only although I
did get my Duo-R modded to SCART after taking over 30 mins to explain
to them what SCART is. I guess they came across the connector from a
similar one in Japan which looks like SCART but different wiring pins
and NOT SCART ;P
Still they did a good job of modding it to SCART for me with no extra
cost.

Will/

The units I saw in Hong Kong were all Japanese, and either NTSC original or
PAL-modded.  I was not familiar enough at that time with the various
outputs to know whether it was SCART, RGB, or composite PAL output (or even
RF modulated).  However, they were modified locally by electronics shops.
