YES YES YES!!!

When I had my store in Buffalo Grove, I had a few of the original NEC
TG employess tell me the story, and some Konami employees verifying it.
NEC didn't want to spend the high cost for the licensing, so they let
the game go by.
I was also informed by a few NEC employees that *ANY* game made for TG
or PCE ***had to be approved by NEC*** before it could be released.
ALSO...NEC wanted to distribute the games themselves, making it more
difficult for a 3rd party developer to make a profit.
NEC's TG headquarters was 20 minutes south of me, and many of the
former employees shared their stories with me.
I wish I knew what would have happened if Mortal Kombat did come out
for the Turbo Grafx systems.
