A single American executive who might have wanted to shop the game out does
not make company policy. Much to the aggravation of many at Konami US, it is
Konami Japan that shapes the policy. Konami just doesn't license out titles
to other console developers. Even if someone at Konami US wanted to license
out a game today that person would still need the approval of Konami Japan.
That's just the way the company works. If Konami US had turned down
Castlevania Chronicles we wouldn't be seeing a US release. Same with the
upcoming shooters for GBA. If Konami US wasn't planning on releasing there
here, they would not be released.
