Regarding reading hucards, there are two ways, one is to use a Griffon and the
other is via an MGD2 unit with a backup board. Or borrow Neogeoman's 
reader ;P

As for burning roms onto hucards, I've seen some weird stuff in the
form of Bee cards. Maybe George can tell you more as I think he has one ;P
