I don't have any ideas for the laser problem, but if you're looking for the
tools to unscrew the security bits on the duo, they are much more common to
buy than they once were. I bought mine from MCM electronics, but they don't
tell you how much shipping will be until they've already charged you. And in
the case of two drill bits, the shipping was more than the products. Try
NCSX.com under N64 parts. There's a few other places too, but it's slipped
my mind which ones.
