The Story of Bonk 3 CD

I've always wondered about how this game got a release.  It was US 
exclusive, came at the death of the system (TZD was the only dealer 
right?), and had some work put into it which had to cost money.  Anyone 
know the story behind the CD version of Bonk 3?  Was it a game that was 
developed for a while and came out at the wrong time?  A last ditch 
effort for TTI to get out a quick cheap game?  *-neo
