Now PCE cabinet chenged the place but it's still on the 1st floor,
in front of the escalator which going up to 2nd floor.

I can add only one information.
Please check "Daiei", a big supermarcket.
"Mandarake" is placed north to "Daiei building".
When you walk north from "Daiei" about 30 second ,
you'll find the Mandarake.
(Caution: Mandarake opens 12:00-20:00.)
