Yes, Mandarake is the name of the place.  It's a tall building about 4 or
5 stories.  The PCE games (and others) are in a glass cabinet on the first
floor right in front of the escalator that comes down from the 2nd
floor... at least that where they were when I was there.

I believe Takumi-san meant "North Tenjin area".  Tenjin is the name of
that downtown area.  I believe it's only 3-4 stops from the airport by
subway.  Not too far really.  There's like a bunch of subway exits
connected by this underground shopping mall, so if you exit out the north
end of this shopping area, you should be facing toward Mandarake once you
get out to the street.  It's about 3 blocks away on the corner.
Unfortunately there are tall buildings everywhere and I don't remember any
landmarks other than a small McDonalds that's kinda across the street from
Mandarake.

If you like playing arcade games, there's also a Taito Station and Sega
Gigo in the area too. :)

Tenjin's a neat place.  I spent a few days wondering around there... big
shopping area.
