The easiest (and safest) way to clean optical discs is to use warm water and
dish soap. Yes, dish soap. Just take the disc, run it under some
lukewarm-warm (not hot) water and then put a little dab of dish soap on the
thing. Use your fingers to gently rub the soap all over the disc and make
little circular motions. Then rinse the disc clean and lay it down on a 100%
cotton cloth. Use another 100% cotton cloth to pat it dry. Now pick it up
and use one of the cloths to fully dry the disc by wiping it from the center
out. Repeat on the other side. Finally take the cloth and poke it through
the center of hte disc to get any water that may have collected in the
center ridges.
Presto. You now have a perfectly clean disc.
I've used this with all types of discs from CD, CD-R (gotta be careful with
this if there is no protective coating on the top because if you rub too
hard it'll just pull the data layer right off), DVD, LD, etc. Aside from el
cheapo CD-R/RWs there is no risk.

Check the bottle. Are you sure it is not just distilled water? I'm not
trying to be a smartass here. A LOT of the "super special lens cleaner"
products are nothing more than distilled water. Most people do not realize
this.
