I have sent cash overseas before (Japan, Korea, UK, etc) and the best
way is to put it in an envelope, preferably a security envelope that
you cannot see through, and fold up a piece of paper as if it were a letter and place the
money inside. This way it is concealed better. However, I have sent money
without registered mail and that was risky. If you do send cash, I HIGHLY
recommend registered mail. Its MUCH more secure, plus someone has to
sign for receipt. I have yet to have cash not make it to its
destination. Besides, sometimes PayPal or Western Union are not options, depends on the
receiver's preference really. I hope this helps, and good luck.
