1) Some drives make more noise than others... Is it just a loud vibrational
noise, or is it clicking/etc.?
2) Not all, but most did.  The original (TurboChip) games all came in
cardboard boxes with a specialized version of a jewel case inside that held
the TurboChip (and its sleeve) in the case.  The first CD games were the
same way, except that they utilized normal jewel cases, but still came in
cardboard boxes -- additionally the manual was often not included in the
jewel case, but next to it in the cardboard box with the jewel case being
shrink-wrapped.  Eventually some of the later TurboChip games came within a
cardboard box, but didn't actually have a jewel case inside - they just had
a plastic insert that held the TurboChip in the box and the sleeve was no
longer smooth, but textured (two good examples are Order of the Griffin and
Air Zonk).  Later on CD games were available solely as shrinkwrapped jewel
cases without cardboard (especially all the games listed as "DUO" games
rather than TurboGrafxCD games).  Too make it slightly more complex, Y's (I
assume you're talking about Book I & II) did come in a cardboard
outerwrapper, but there was an OEM version shipped inside the TurboDuo along
with GoT/Bonk/Bonk2 that doesn't have the cardboard or the rear insert.
Also, Japanese PC-Engine games never used cardboard boxes.

www.tzd.com has all the stock from NEC when they dumped the Turbo.
Additionally you can often find new items on eBay and other places, but
don't assume that shrinkwrap means new.
