Rising Sun help!!

I've been playing this one for a couple days now, and I simply cannot 
win the "horse chase" sequences...the enemy commander always slips away 
at the last possible moment. The manual suggested coming in on an 
angle, which seems to work, but not good enough. This is keeping me 
from making any significant gains, and is very frustrating...any help 
would be appreciated!
