Arcade Card and JP HuCard converter questions

About how much do you think one should pay for

A: an Arcade Card Duo

and....

B: the converter that allows you to play japanese games on american systems?

I am in need of both of these items.  I recently saw the converter for like
$99.00 somewhere - seems a bit expensive if you ask me, though....
