You haven't actually seen these, have you ?
(a) They are homebrew in the sense that the entire program code was
disassembled by somebody on about three pages of paper, and they are of
lower quality than basically any of the HuC demos available on
www.zeograd.com .
(b) They are homebrew in the sense that they were never actually carried by
any stores in the USA.
(c) They are only American in the sense that they have english writing on
them, and have a stated price in American dollars. They have never been
sighted in the USA, only in Japan. They are sold with an ultra-slim
CD-single case, which was not popular in the USA until several years after
they were apparently made (although the cases were more common in European
and Asian markets)
The prices are completely unreasonable ($79 and $129) for discs with only a
few dozen pictures (not even particularly naughty) with poor
palettes. This style of CDROM software never became popular in the USA,
but has had some niche market success in Japan when done well.
They have the appearance of having been made in the USA, and intended to be
sold to the Japanese market. If I had to guess an American point of
origin, I would guess Hawaii. However, I am not convinced that they are
American; I could just as easily believe that they were made in Hong Kong,
Taiwan, or even an unknown location within Europe.
Oh, and when I say "made", I mean "written" rather than "manufactured" -
although some industrious soul may be able to find out which factory
fabricated them.

Has anyone else noticed that Bonk looks suspicously similar to Dopey
from the Walt Disney movie Snow White and the Seven Dwarfs? Perhaps
this is one of those "Separated at birth" things.
