IMHO, Magical Chase is the hardest TurboChip game to acquire... but it ranks 
behind Dynastic Hero, then TerraForming, and then probably Super Air Zonk 
for overall rarity.  However, you can't forget about the "Girls" games. 
Those are definitely rare, too, but you used to be able to get them outside 
of auctions (post production) for a fair price.  I haven't sought out or 
bummed for Turbo games in a while, but while I was in the process of 
completing my collection, Dynastic Hero was the one I'd see the least 
frequent.  With the refusal to pay the $400 online price for the game, I 
actually lucked out and found Dynastic at a local game show for a realistic 
price.
