On the contrary, there is a "scene".
Strangely though, the emulation sites that I visit most frequently don't 
like to carry news about the PC Engine, even when I give it to them.  So it 
is a bit more difficult to find than other consoles.

But there are several places to check for news/information and to 
communicate with others:

http://www.zeograd.com is where the newest versions of HuC (incorporating 
MagicKit) can be found; at least it has been the place for the past 6-12 
months or so.  There are also forums there to communicate and discuss 
bugs/issues/etc.  And there is also an area to publish your "Creations", 
and download those of other people.

Also, several people can often be found in IRC, on EfNet, in channel 
#utopiasoft .

I haven't seen any posts to the tghack-list in a long time, and I don't 
even know if the tghack-list-request address is in working order at the 
moment, for new people to subscribe (it had broken at some point in the 
past, and I don't know if it is working again).

As well, there is the console-dev mailing list at yahoogroups (used to be 
called "onelist").
xxxxxx@yahoogroups.com, but that is more generalized discussion about 
development on many consoles.
