Yes. :)
To my knowledge, the only other dev kit is called "Develo", and it's also
good, but a bit crude, and Japanese language skills are very helpful.

Yes and no.
There were RAM-based copier machines made in the early '90's, which can be
used for this purpose, but they are somewhat rare.
There is/was/will be the "Greenhouse" development kit, which has been in
development for some time, but not yet completed.
There has been talk of similar setups by people around the net (mostly for
other systems), but there is usually a very small "single run" made of them.
There are also commercial EPROM emulators available, which can be rewired
to the PC-Engine's pinout. I would not advise using Flash for this
purpose, but there have been a couple of people in the past discussing
making Flash-based HuCards (for playing prototype games, or distribution of
completed HuCard games).

document of their EPROM emulator (which they also build and sell). As for
