You still wouldn't be able to play the Game Express CD games that require running on a Duo with that setup. Nor the LaserActive games, and I recall hearing that the SuperGrafx isn't able to be region modded and retain SGX compatibility.

Technically the SuperGrafx + CD + Region Mod would give
you access to the *complete* PC-Engine / TurboGrafx /
SuperGrafx library. That said, there’s only five
SuperGrafx games (although they’re all pretty good), and a
SuperGrafx + CD take up a lot of
physical space. The TurboDuo or Duo-R gives you a much
more compact unit and access to the whole library minus the
five SuperGrafx games.
So my suggestion is either a TurboDuo or Duo-R with
region mod. They’re the same console except for the
region.
