It is awesome that a fan translation for Welcome to Pia Carrot exists. The “Esperknight and Filler’s Translations” website also lists fan translations for Oh My Goddess, Team Innocent and Ojousama Sousamou as “in progress”. I’m not seeing a donations link anywhere, but I’m going to use their contact form and see if I can throw some motivational money their way – I’d really like to see these translations completed! :-)

I haven't followed the PC-FX much recently either, but I know there was at least 1 English patch completed for Pia Welcome to Carrot. I want to say 1 or 2 others are either done or in the works.
I know that's not the same as home brew, but it sure helps with the language barrier issue!

I'm a long-term lurker from the 90's as well. Glad to see fresh activity on the Turbo scene - thanks BT for keeping up the awesome development work.
I was fortunate to pick up a PC-FX at PAX in Seattle this last weekend. Is there any fan-development projects going on with that machine? Seems a pity that there's so few games that ever pushed that hardware.
