There are a few guys over at http://www.pcenginefx.com/forums/index.php who
can fix your NEC consoles right up. I've sent various Turbo/PC Engine
consoles to BlueBMW, thesteve, Keith Courage, and chop5 for repair work and
other modifications and they've all been reasonably priced and reliable.
There are also a bunch of repair guides in the forums with very detailed
images and lots of discussion.
