Cold solder joints aren't always visible.  You need to reflow them if
you think that's the issue.

I would also follow those lines to see if they lead to an encoder chip. 
That could be bad... and whip out your DMM to see if any of the passive
components in that circuit are bad.  If there are any electrolytic
capacitors in there I would be surprised if they aren't dead shorts by
now.  Really, unless something is badly burned, you're not going to be
able to eyeball it.  That's a logic circuit so the odds of eyeballing
something are pretty low.
