Those guys are members over on the pcenginefx.com forums.

They were trying to promote a new PCE/TurboGrafx "catalog" site where  
you can add your collection to a database, as well as view other's:

They unveiled the site the same day (October 30th). The game database  
only contains Japanese releases as of yet, and is not even entirely  
complete in that respect. When they're done the site is supposed to  
contain a record of every single game ever released, including US  
titles. I think they've got around 715 games listed so far. Something  
in the vein of the PC Engine Catalog Project with expanded personal  
database functionality. I'm looking forward to the completed product.
